In January 2021, MOFCOM, Fujian Province and the Indonesian Coordinating Ministry for Maritime Affairs and Investment signed the Memorandum of Understanding on “Two Countries, Twin Parks” Cooperation Project.

Resting upon the industrial division of the Sino-Indonesia cooperation project “Two countries, Twin Parks", Fujian Polytechnic Normal University, Indonesia’s Bogor Agricultural University and IPMI International Business School, etc. together applied for the construction of a joint laboratory (R&D center) under the "Belt and Road" initiative in Fujian Province. In September 2021, the establishment of Fujian-Indonesia Joint Research and Development Center for Marine Food was approved.

With its focus on key technical issues such as high-value processing of marine food of distinctive Fujian feature, standardization of frozen pre-prepared marine food, and comprehensive utilization of residuals, the Center has set up a marine food research and development system that is closely connected with production, education, research, and application. The system is expected to be an industrial technology innovation platform integrating scientific research, academic exchanges, technology development, technical services, and industrialization and promotion of scientific research achievements. It will also provide scientific and technological support for international high-end food parks along the Belt and Road.

The Center has hired Professor Rao Pingfan, former chairman of the IUFoST, as the director of the academic committee, Professor Aman from IPMI International Business School, chairman-designate of the IUFoST, as the deputy director of the academic committee, and Professor Xiang Leiwen from FPNU as the director of the Center. It has one innovation team, Fujian Universities and Colleges Scientific and Technological Innovation Team for Marine Food Industry Chain (specialized industrialization project). In addition, there are 4 scientific research platforms affiliated to the Center, namely, the Fuzhou Cereal Food Industry Technology Innovation Center, the Fuzhou Brewing Industry Technology Innovation Center, the Research Institute of Food and Fermentation Industries, and the Fujian Provincial Food Safety Publicity and Education Base.
